Russians will be able to apply for a Schengen visa at the MFC. But not all
Residents of St. Petersburg and the Northwestern Federal District of the Russian Federation can apply for MFC application for a Schengen visa issued by Finland.
These rules are in effect from 1 July. At the St. Petersburg MFCs, tourists can apply for both the first time and to extend an expiring visa.
